Scott K. Stannard, P.E.
President / Co-Founder

As President and co-founder, Scott Stannard is the veteran engineer for Commercial Site Solutions. Scott manages the business operations as well as conducting the day to day engineering necessary for his projects. Based out of the Tampa, FL office, Scott brings a vast site / civil engineering background (20 years in the business) as well as a wealth of experience to the overall site development process. Over the years he has designed, managed, and served as the engineer of record for hundreds of large scale shopping centers including Wal-Mart and Lowe’s Stores, as well as smaller developments for single user tenants. Scott has also provided engineering services for multiple private and municipal sanitary sewer systems, light and heavy industrial projects, and residential developments.

Prior to the establishment of Commercial Site Solutions, Inc., Scott served as the Director of Engineering for a major civil consulting firm in Greenville, SC. He also previously served a successful stint as a lead engineer in Greenville for a full service engineering and architectural design-build firm. Scott graduated from Clemson University with a B.S. in Civil Engineering.

Gene D. Hinkle, PE

Gene Hinkle has over 12 years experience in Site Development Engineering, Permitting and Entitlement work for various projects. He started his career in Columbia, South Carolina with the South Carolina Department of Health and Environmental Control in 1994. Gene moved to upstate South Carolina in 1997 to work with Piedmont Olsen Hensley - a full service engineering and architectural firm. From there, Gene moved to Freeland and Kauffman, Inc. where he led one of the largest volume Lowe’s Home Centers site development engineering groups in the Southeast while managing projects in the Carolinas, Kentucky, Tennessee, Virginia, Maryland, Mississippi, Georgia and Florida. Gene then partnered in founding Commercial Site Solutions, Inc. in 2007 and has seen his company grow with local and national retailers and developers that understand the personal attention and quality work that they will receive from his firm.

Gene is a 1993 graduate of Clemson University with Bachelor of Science degree in Civil Engineering. Gene is a native of Pickens, South Carolina.

Michael G. Lukus, PE

Mike has over 10 years of experience in Site Development Engineering, Permitting and Entitlement work for various projects. He started his career in Pittsburgh, Pennsylvania with Civil and Environmental Consultants, Inc., in 1997. Mike moved to upstate South Carolina in 2001 to work as a project manager with Freeland and Kauffman, Inc. - a site development engineering and landscape architecture firm. While at Freeland and Kauffman, Inc., Mike excelled at managing various high profile commercial projects in Georgia and the Carolinas and building trust with his clients. Mike joined Commercial Site Solutions, Inc. as a Principal in September, 2007.

Mike is a native of Pittsburgh, PA and a 1996 graduate of Pennsylvania State University with a Bachelor of Science degree in Civil Engineering and a minor in Environmental Engineering.

Rogan S. Martin, PE

Rogan has 9 years experience in Site Development Engineering and Permitting work for various projects including commercial, industrial, government, and residential design. He started his career in Columbia, South Carolina with Stevens and Wilkinson of South Carolina, Inc in 1999. Rogan moved to Greenville, South Carolina in October of 2001 to work with Freeland and Kauffman, Inc. While working with Freeland and Kauffman, Inc. Rogan worked on retail and restaurant projects in the Carolinas, Tennessee, Virginia, Maryland and Georgia. In 2006, Rogan joined Britt Peters and Associates, Inc. as a project manager and completed a variety of commercial and residential projects predominantly in the Carolinas. Rogan was hired as a Principal with Commercial Site Solutions, Inc. in February 2008.

Rogan graduated with a Bachelor of Science degree in Civil Engineering from Clemson University in 1999. He also holds a Bachelor of Science degree in Physics from Wofford College, where he graduated in 1998 while also competing on the Wofford Tennis Team.
