Scott K. Stannard, PE

Co-Founder, President

Scott Stannard, co-founder and co-owner of CSS. has over 25 years experience in Site Development Planning and Civil Engineering. Scott began his professional career in 1987 in Greenville, SC as an engineer for a full service architectural and engineering firm. In 1989 he moved on to a design-build firm as a project engineer and later department head of the Civil Group providing engineering and management for large scale industrial projects as well as higher education facilities. In 1993 Scott joined a small, upcoming civil engineering firm to provide site/civil services to the commercial sector. From 1993 until 2006 he served a lead engineer, project manager, and/or engineer of record for over 300 small to large retail centers throughout the Southeast and Mid-Atlantic, many of which were for Fortune 500 companies, successfully guiding these clients through the site assessment, land planning, design and construction stages. In 2007 he co- founded CSS. Since its founding, CSS has provided site/civil engineering services for both residential and commercial projects and has recently added services for the municipal sector.

Scott is a 1987 graduate of Clemson University with a B.S. degree in Civil Engineering and currently holds professional registration in Florida and 12 other states.

Larry A. Bean

Senior Designer

Larry Bean started his career over 46 years ago as a mechanical designer with a small manufacturing company that focused primarily on the phosphate industry. After two years of active military duty during the Vietnam era, Larry returned to the manufacturing company and at the same time worked toward his higher education. He became Vice President with that company and was responsible for manufacturing and engineering. Later Larry moved to a larger manufacturing company that produced citrus processing equipment. He worked his way through the management ranks to Assistant Supervisor of Engineering and then to Vice President of Manufacturing and Field Operations.

From manufacturing companies Larry moved to Gaylor Engineering, which recently merged with CSS. He worked with the design and construction of ethanol plants in the Midwest. There he worked with others on the design and development of several large-scale ethanol plants. Along with the mechanical and process engineering, Larry began to also work with the civil side of the firm. The last 16 years have been a strong concentration of civil work that enable the mechanical side of his experience to aid in innovative approaches to several civil engineering problems.

Larry Bean holds a diploma from the Pinellas Vocational and Technical Institute in Mechanical Design and Drafting with further education from St. Petersburg Jr. College and the University of South Florida.

Timothy Larson, RLA

Landscape Architect

Tim Larson is Registered Landscape Architect and has been with CSS since 2011. He has experience in providing landscape architecture and permitting services for a variety of commercial, public and residential projects. Tim began his career in with the Aquatic Development Group in Cohoes, NY where he worked as a designer on a number of indoor and outdoor waterparks. Tim moved to Augusta, GA where he worked with Johnson, Laschober & Associates, P.C. as a landscape architect gaining experience in commercial, government, institutional and residential projects with involvement from concept master planning to construction. Prior to joining CSS, Tim worked at Morgan Wheelock, Inc. in Boston, MA where he worked on a number of high-end residential, equestrian and resort projects.

Tim graduated from the Cornell University College of Agriculture and Life Sciences in 1996 with a Bachelor of Science degree in General Studies and received his Masters in Landscape Architecture from Cornell University in 1999. He currently holds professional licensures in Florida, Georgia and North Carolina.

Bren Pagano

Office Manager

Bren Pagano united with CSS upon the company's appropriation of Gaylor Engineering in October 2013. Serving as Office Manager, Bren’s marked missions include pulling permits for all Counties and Municipalities Statewide, Assisting and assembling site and construction plans and execution of permits for ACOE (Army Corps of Engineers), DEP (Department of Environmental Protection) and the Water Management Districts throughout Florida.

Preceding her position with CSS, Bren facilitated with Michael Gaylor, owner of Gaylor Engineering for 8 years beginning July of 2005, prospering Gaylor Engineering and conducting and caring for the numerous client supplications and requests. Precision and expertise are and continue to be Bren’s main attributes in her undertaking of daily operations for CSS.

She relocated to Florida in 1996 and is formerly from Hartland, Wisconsin.

Diego Gaspard

Project Engineer

Diego Gaspard is a project engineer who recently joined the company in 2019. Before joining CSS, Diego began his career with a Precast/Prestressed structural engineering firm in Tampa, FL where he worked as a project engineer for 5 years working on a variety of project types that include commercial, industrial, office, residential and government. He has vast experience in structural design and stability of precast/prestressed concrete structures. At CSS, he provides storm water engineering, site development and permitting services for commercial developments.

Diego obtained his Bachelors of Science in Civil Engineering and his Masters in Civil Engineering from the University of South Florida in 2011 and 2013, respectively. Diego obtained his EI certification in 2013 and is currently working in obtaining his Professional Engineering license.

Greg Stannard

Project Manager

Greg is a project engineer that has been with CSS since 2018, overseeing a variety of responsibilities such as permitting & entitlement, conceptual site plans, site design and value engineering, along with many other aspects of the design process.

Preceding his time at CSS, Greg worked for 4 years at Idlewild Church in Lutz, FL, overseeing teaching, leadership development, and large event planning activities in the College Ministry.

Greg graduated in 2018 from Liberty University with a Bachelors of Arts in Biblical Studies & Education.
