Scott Stannard, co-founder and co-owner of CSS. has over 25 years experience in Site Development Planning and Civil Engineering. Scott began his professional career in 1987 in Greenville, SC as an engineer for a full service architectural and engineering firm. In 1989 he moved on to a design-build firm as a project engineer and later department head of the Civil Group providing engineering and management for large scale industrial projects as well as higher education facilities. In 1993 Scott joined a small, upcoming civil engineering firm to provide site/civil services to the commercial sector. From 1993 until 2006 he served a lead engineer, project manager, and/or engineer of record for over 300 small to large retail centers throughout the Southeast and Mid-Atlantic, many of which were for Fortune 500 companies, successfully guiding these clients through the site assessment, land planning, design and construction stages. In 2007 he co- founded CSS. Since its founding, CSS has provided site/civil engineering services for both residential and commercial projects and has recently added services for the municipal sector.
Scott is a 1987 graduate of Clemson University with a B.S. degree in Civil Engineering and currently holds professional registration in Florida and 12 other states.
Gene Hinkle is a founding owner and Professional Engineer with CSS. Gene has almost 20 years of experience in the Civil Engineering industry since graduating from Clemson in 1993. A native of Pickens, South Carolina, Gene’s experience includes large retail developments, institutional, industrial and other various types of development. Gene gained recognition from retail developers by working on complex commercial projects where innovative approaches, short lead times and difficult coordination were significant to success of the project. Gene managed projects where his storm water BMP designs and solutions were utilized by regulatory agencies as examples for other developers and engineers. Gene continues to manage projects, design and provide conceptual drawings for CSS.
Outside of CSS, Gene enjoys spending time with his wife and two teenage boys, sporting events and other outdoor sports.
Mike Lukus is a principal of CSS. and joined the company in 2007 shortly after its inception. He has over 15 years of experience in Site Development Engineering, Permitting and Entitlement work for various projects types. He started his career in Pittsburgh, Pennsylvania with Civil and Environmental Consultants, Inc., in 1997. Mike moved to upstate South Carolina in 2001 to work as a project manager with local full service engineering and landscape architect provider. While there, Mike managed various types of commercial projects in Georgia and the Carolinas.
Mike is a native of Pittsburgh, PA and a 1996 graduate of Pennsylvania State University with a Bachelor of Science degree in Civil Engineering and a minor in Environmental Engineering. Mike currently maintains his Professional Engineer License in Georgia, Kentucky, New Mexico, Tennessee, Texas, Virginia and the Carolinas.
Rogan Martin is a principal of CSS and joined the company in 2008 shortly after its inception. He has experience in providing site development engineering and permitting services for a diverse mix of project types that include commercial, industrial, educational, religious, government, and residential developments. Rogan began his career in Columbia, South Carolina with a full service architectural firm gaining experience working on government and industrial projects. Rogan moved to Greenville to work with a civil engineering firm where he worked on both large and small retail and restaurant projects in multiple eastern states. Immediately prior to joining CSS, Rogan worked with a structural and civil engineering firm as a project manager and managed commercial, restaurant and residential projects primarily in South Carolina.
Rogan graduated from Clemson University with a Bachelor of Science degree in Civil Engineering and currently maintains his Professional Engineer License in South Carolina. He also holds a Bachelor of Science degree from Wofford College.
Josh Chapman joined CSS in 2011 as a Project Engineer. In 2015, he moved to Alabama where he worked with another civil engineering firm. In 2017, Josh joined the CSS team once again and operates out of an office in Dothan, Alabama. Josh is a licensed Professional Engineer in Alabama, South Carolina, Georgia, and Florida. He has managed a wide variety of projects ranging from commercial sites, industrial and institutional facilities, government projects, and residential developments.
Josh is a 2010 graduate of Clemson University. He and his wife, Hannah, have a little boy named Mac. Outside of work, Josh enjoys playing golf, visiting friends and family, watching and attending sporting events, and participating in activities at his church.
Stephanie joined CSS in January 2010 as Office Manager. In addition to the duties related to this role, Stephanie also manages the due diligence and permitting processes for projects, including: performing due diligence, completing due diligence reports, managing permit submittals and working with local and state jurisdictions to obtain necessary permits for projects. Before joining CSS, Stephanie managed due diligence and permitting for projects at another local engineering firm.
Stephanie is originally from Chattanooga, TN, and she graduated in 1999 from Bob Jones University (Greenville, SC) with a Bachelor of Science Degree in Marketing Management.
Tim Larson is Registered Landscape Architect and has been with CSS since 2011. He has experience in providing landscape architecture and permitting services for a variety of commercial, public and residential projects. Tim began his career in with the Aquatic Development Group in Cohoes, NY where he worked as a designer on a number of indoor and outdoor waterparks. Tim moved to Augusta, GA where he worked with Johnson, Laschober & Associates, P.C. as a landscape architect gaining experience in commercial, government, institutional and residential projects with involvement from concept master planning to construction. Prior to joining CSS, Tim worked at Morgan Wheelock, Inc. in Boston, MA where he worked on a number of high-end residential, equestrian and resort projects.
Tim graduated from the Cornell University College of Agriculture and Life Sciences in 1996 with a Bachelor of Science degree in General Studies and received his Masters in Landscape Architecture from Cornell University in 1999. He currently holds professional licensures in Florida, Georgia and North Carolina.
Larry Bean started his career over 46 years ago as a mechanical designer with a small manufacturing company that focused primarily on the phosphate industry. After two years of active military duty during the Viet Nam era, Larry returned to the manufacturing company and at the same time worked toward his higher education. He became Vice President with that company and was responsible for manufacturing and engineering. Later Larry moved to a larger manufacturing company that produced citrus processing equipment. He worked his way through the management ranks to Assistant Supervisor of Engineering and then to Vice President of Manufacturing and Field Operations.
From manufacturing companies Larry moved to Gaylor Engineering, which recently merged with CSS. He worked with the design and construction of ethanol plants in the Midwest. There he worked with others on the design and development of several large-scale ethanol plants. Along with the mechanical and process engineering, Larry began to also work with the civil side of the firm. The last 16 years have been a strong concentration of civil work that enable the mechanical side of his experience to aid in innovative approaches to several civil engineering problems.
Larry Bean holds a diploma from the Pinellas Vocational and Technical Institute in Mechanical Design and Drafting with further education from St. Petersburg Jr. College and the University of South Florida.
Bren Pagano united with CSS upon the company's appropriation of Gaylor Engineering in October 2013. Serving as Office Manager, Bren’s marked missions include pulling permits for all Counties and Municipalities Statewide, Assisting and assembling site and construction plans and execution of permits for ACOE (Army Corps of Engineers), DEP (Department of Environmental Protection) and the Water Management Districts throughout Florida.
Preceding her position with CSS, Bren facilitated with Michael Gaylor, owner of Gaylor Engineering for 8 years beginning July of 2005, prospering Gaylor Engineering and conducting and caring for the numerous client supplications and requests. Precision and expertise are and continue to be Bren’s main attributes in her undertaking of daily operations for CSS.
She relocated to Florida in 1996 and is formerly from Hartland, Wisconsin.
Bryan Bearden is a Project Engineer for CSS and joined the company in 2016. Bryan is a native of Pickens, South Carolina and has over 13 years of experience in the Civil Engineering industry. He began his career with a structural engineering firm in 2003 and has vast experience in performing construction site inspections pertaining to structural design. Just prior to joining CSS, Bryan was a Project Manager with a geotechnical and construction inspection engineering firm, which provided services for industrial, commercial and roadway projects. At CSS, he provides site development engineering and permitting services for commercial developments.
Bryan obtained his EI certification in 2014 and is currently working towards obtaining his PE licensure.
